Big Relief for Persons with Disabilities: Government Offers Concessions on Car Purchase

In a significant move towards empowerment and mobility, the Government of India has announced special concessions for Persons with Disabilities (PwDs) while purchasing four-wheelers. The initiative is aimed at making transportation more affordable and accessible for differently-abled citizens.

🔹 GST Concession
While the standard GST on cars is 28% plus cess, for eligible PwDs it has been reduced to 18% without cess.
This benefit applies only to small cars with:
Petrol/LPG/CNG engine capacity up to 1200 cc, and
Diesel engine capacity up to 1500 cc.
🔹 Road Tax, Insurance & Excise Benefits
Apart from GST relaxation, several states also provide:
Complete or partial exemption on Road Tax
Up to 50% concession on Insurance Premium
Reduced Excise Duty
This drastically lowers both the purchase and maintenance cost of vehicles for PwDs.
🔹 Toll Tax Exemption
Vehicles registered in the name of a disabled person and classified as Adapted Vehicles enjoy full toll tax exemption on National Highways. However, this is applicable to only one vehicle per beneficiary.
🔹 Application Process
To avail these benefits, PwDs must apply for a GST Concession Certificate through the Department of Heavy Industries portal before purchasing the vehicle.
Required documents include:
UDID Card or Medical Certificate (minimum 40% disability)
Aadhaar/PAN
Vehicle details
Bank details
Once the certificate is issued, the concession is directly applied by the car dealer at the time of purchase.
🔹 Objective of the Scheme
The government aims to ensure greater mobility, independence, and dignity for Persons with Disabilities. Affordable access to cars will allow them to participate actively in education, employment, and social life.
